The legal situation in Panama
Polymarket's international operator, Adventure One QSS Inc., is registered in Panama, and Panama is not geoblocked. No Panamanian action against Polymarket was found, and Polymarket holds no JCJ gaming licence. Ley 527 of 23 May 2026 lets the JCJ order ISPs to block sites, apps, domains and IPs offering unlicensed betting, with fines of up to B/.1 million for providers that do not comply. Crypto remains legal but largely unregulated: Bill 697 was partly vetoed in 2022.
